Where can you live in the UK on £2,000 a month?

On our data, 320 of the 348 UK local authorities we cover have a single-person monthly cost of £2,000 or below. Only 28 exceed the threshold, and the story of this guide is which ones and why. Every entry in the exceeding list is a London borough, with the single non-London exception of Oxford.

The basket we use covers rent (average one-bed), Band D council tax with the 25% single-occupier discount, energy, water, £220 for groceries and £80 for transport (£160 for London boroughs). It doesn't cover discretionary spending, savings, car finance beyond basic public transport, or one-off costs like moving or furnishing a flat.

Every figure traces back to official government sources: rent from the ONS Price Index of Private Rents, council tax from MHCLG and the Scottish and Welsh Governments, energy from the Ofgem price cap, and water from Water UK and Discover Water. Methodology detail on the about page.

Every area on this list has a single-person monthly cost that exceeds £2,000 on our basket. All but one are London boroughs. Sorted cheapest-exceeding first so you can see how tightly the outer-London belt clusters just above the threshold, and how sharply the inner-London figures pull away.

Median one-bed rent of £1,342 reflects Oxford's dual pull: a world-class university and a small but well-paid biomedical and tech cluster. Only two regions have any authorities that breach the £2,000 threshold: London and, by a single Oxford-sized exception, the South East. Every other English region and every Scottish and Welsh council area sits under £2,000 for a single person on our basket.

What does £2,000 a month actually cover?

Averaged across the 320 qualifying areas, a single-person monthly budget on our basket breaks down roughly as follows. There is meaningful headroom against £2,000 in most qualifying areas, which is what makes the threshold interesting: it's close enough to be a real budget line rather than a stretch, but low enough to exclude almost all of London.
