Recorded crime varies enormously across England. The safest area in our data, Isles of Scilly, reports around 321 crimes per 10,000 people. The area with the highest recorded rate, City of London, reports 5,728 per 10,000. Same country, same methodology, more than a fifteen-fold gap.

We ranked 251 English local authorities using the Home Office police recorded crime tables, normalised to a rate per 10,000 residents. Lower is safer. The England-wide average across all these authorities is 801 per 10,000, which sits slightly above the UK-wide figure of 765. Almost every entry in our top 10 is a rural district or a small-town market authority.

Recorded crime is a directional indicator, not a full picture. It captures reported and logged incidents, not the crime that never gets reported. Different police forces record slightly differently, and areas with a large daytime population (city centres, tourist spots) can look artificially high because the resident denominator is small. Read the ranking as a starting point rather than a final verdict.

The Isles of Scilly top the safest-in-England list, though the number carries an honest asterisk.

The archipelago sits 28 miles off Land's End with a resident population of around 2,200. That small a denominator makes any per-10,000 figure sensitive to a handful of incidents each year. On the raw numbers, the recorded crime rate lands at 321 per 10,000 people, comfortably the lowest in England on our ranking. The islands are also almost entirely rural, without a town centre in the usual sense, which structurally removes a lot of the incident-density you get in any built-up area.

Living on Scilly involves trade-offs the safety number doesn't capture. Getting on and off the islands requires a scheduled Skybus flight or the Scillonian ferry from Penzance, both weather-dependent. Services (schools, healthcare, shops) are minimal beyond St Mary's. Housing supply is tight and expensive on the ownership side. This is genuinely a place, not a suburb, and the crime figure reflects the size and remoteness rather than an unusually well-policed community.

The Norfolk district wraps around the northern and eastern edges of Norwich but excludes the city itself, so residents get commuter access to a proper regional centre with a much lower crime rate and materially lower housing costs. The recorded crime rate of 352 per 10,000 places Broadland comfortably in the safest handful of English authorities, and it's within a 20-minute drive of Norwich station, which puts London under two hours away on the Greater Anglia line.

The district includes market towns like Aylsham and Wroxham, plus a large chunk of the Broads National Park. Single-person monthly costs land around £1,334, below the England-wide figure of around £1,510. Average earnings of £30,920 sit below the UK average, which is typical for rural authorities.

Waverley is one of the wealthiest districts in the country, and the low crime rate reflects a genuinely affluent local demographic rather than remote geography.

The area is anchored by an old market town in Farnham, a Georgian high street in Godalming, and a genuinely rural western edge in the Devil's Punch Bowl. Average earnings of £42,326 are among the highest in this top 10. If your household earns well and can absorb the housing costs, this is one of the most straightforward low-crime picks in the south east.

The district covers Clitheroe, Longridge, and villages spread through the Forest of Bowland Area of Outstanding Natural Beauty. Ribble Valley has been the wealthiest district in Lancashire for many years, but the entry-level housing market remains reasonable and the countryside is genuinely wild in places. The area sits between Lincoln and Grantham, with the East Coast Main Line running through Grantham for direct trains to London in around 70 minutes. Single-person monthly cost of £1,715 is above the England average, but average earnings of £43,538 are the highest in this top 10, so the affordability picture is genuinely workable for professionals.

The town itself has a small historic centre and a much larger suburban ring; the district also takes in Twyford and villages towards the Thames. Reading is a five-minute train away, and the Elizabeth Line's westbound reach brings central London within about 60 minutes.

Grouped by region, the pattern matches broad geography. The South East is the safest English region on average at 671 per 10,000, with East of England close behind at 685. At the other end, London averages 1,145, the highest of the English regions, with the denominator caveat around resident-versus-daytime population applying particularly hard to inner-London boroughs.

The obvious question is whether cities are always less safe than the countryside. Broadly, yes, but there are individual exceptions. Winchester, Chichester, St Albans and York all sit below the England-average crime rate despite being proper cities with real high streets, universities and evening economies. A well-off cathedral city with strong local governance can score comparably to a rural district. And within any large region, individual outer suburbs often score much better than the city-region average would suggest.

Safety versus affordability: best of both worlds

In England, safety usually comes with a price. Home Counties commuter areas (Waverley, Wokingham, South Oxfordshire) run well above the national average on monthly costs. But not always. Some rural districts combine top-quartile safety with below-median monthly costs, giving a genuine safety-and-affordability sweet spot.

Ribble Valley, Broadland, North Kesteven and Rutland all sit in the safest quartile of English authorities and offer single-person monthly costs below the English average. These are the areas where you don't have to choose between low crime and manageable rent. Average earnings in these places tend to run below the UK average, which is part of the trade-off, but that trade-off is only relevant if you're job-hunting locally rather than working remotely or commuting.

How does England compare with Scotland and Wales?

On the same metric, England's authority-level average of 801 per 10,000 sits above Scotland at 471 and Wales at 778. Scotland's data comes from a different source (Scottish Government recorded crime) and uses slightly different categorisation rules, so cross-country comparisons should be treated as directional rather than exact. Crime rates are based on recorded crimes per 10,000 residents from the Home Office (England and Wales, year ending December 2025) or the Scottish Government (Scotland, 2024-25). Recording practices vary between police forces, and recorded crime does not capture unreported crime. Very small authorities can have wide confidence intervals on their per-resident rates because a small number of incidents shifts the ratio noticeably.
