Cheapest Places to Live in Scotland 2026

Scotland is consistently the most affordable country in the UK to live in. The combination of lower council tax (Scottish bands run lower than English equivalents) and modest rents across much of the country, particularly outside the central belt, puts Scottish authorities at the top of our cheapest-UK rankings year after year. At the affordable end, the Highlands, Borders, and Ayrshires dominate; commuter authorities around Edinburgh and Glasgow naturally cost more. Even the most expensive Scottish authority sits comfortably below the UK average single-person monthly cost of £1,461.

We've ranked 32 Scottish local authorities by what it costs a single person to live there each month. Every figure traces back to official data: ONS for rent, MHCLG / Scottish Government / Welsh Government for council tax, Ofgem for energy, Water UK for water. The cheapest area is Dumfries and Galloway at around £1,001/month, against a UK average of £1,461/month.

Regional context

Scotland's council tax system uses similar A-H bands to England but with structurally lower rates, which is why the headline monthly cost is consistently lower. Average earnings in Scotland are similar to England's, which means the lower cost translates into a genuine affordability advantage for residents, particularly in the rural authorities.

How we calculated this

Each area's monthly cost is the sum of: median 1-bed rent (ONS Price Index of Private Rents), council tax at Band D with the 25% single occupier discount applied, the Ofgem monthly energy estimate, the average monthly water bill for the area, £220 groceries, and £80 transport.
