Choosing where to raise a family means weighing up school quality, safety and what you can afford. This guide ranks every area in England by a Family Score combining Ofsted school ratings (weighted 35%), police recorded crime (35%) and single-person monthly cost (30%). Monthly costs for a single person cover rent, council tax, energy, water, groceries and transport. Scotland and Wales are covered separately because Ofsted only inspects schools in England; Education Scotland and Estyn use different frameworks that are not directly comparable. The English ranking covers 249 local authorities.

Where is the best place to live with children in the UK?

Rutland tops the English Family Score at 95.3, combining 100% of schools rated Good or Outstanding, 424 recorded crimes per 10,000 residents and a single-person monthly cost of £1,341. 9 of the top 10 have monthly costs below the England average of £1,530, and most are in the North of England.

Sunderland, Wolverhampton and the Yorkshire cities do particularly well here because they combine strong Ofsted percentages with low monthly costs, even though their crime rates are typical of large English cities. Cities lower down the list are pulled down mostly by high monthly costs (Bristol, Southampton) or by crime rates well above the northern-city norm (Manchester, Liverpool).

Best areas for families in Scotland and Wales

Ofsted does not cover Scotland (where Education Scotland runs inspections) or Wales (Estyn), and the two use different frameworks that are not directly comparable to Ofsted ratings. For Scottish and Welsh areas the ranking below uses safety and affordability only, weighted equally. That is a partial view (schools are not in it) but it still surfaces where family-friendly authorities cluster in each nation.

Scottish authorities dominate the top of this table because their recorded crime rates are the lowest in the UK. Are the best family areas also the most expensive?

Broadly, no. The Family Score top 10 is mostly northern authorities where monthly costs sit below the England average. Filtering to areas in the top quartile on all three raw metrics (schools >85% Good/Outstanding, crime in the safest quartile, monthly cost in the cheapest quartile) leaves none.

What makes an area family-friendly?

Beyond schools, safety and cost, several things this composite does not measure matter just as much: walkability, green space and playgrounds, community feel, availability of activities and clubs, and access to nurseries and childcare. The data captures the biggest structural factors families weigh but not the fabric of an area, which is often best assessed by visiting.

Two practical checks worth running for any specific shortlist area: catchment areas for the specific school you would want your child to attend (Ofsted ratings are at borough level, actual admission is at school level), and childcare availability. Both vary noticeably between adjacent wards in the same borough.

How the Family Score is built

The Family Score is a weighted 0-100 composite for English authorities: percentage of schools rated Good or Outstanding by Ofsted (weighted 35%), recorded crime rate inverted so lower is better (35%) and single-person monthly cost inverted (30%). Only English authorities with complete data on all three inputs are ranked; that covers 249 areas. Ofsted data comes from the "State-funded schools inspections and outcomes as at 31 March 2026" release; crime from Home Office recorded crime (year ending March 2026); cost is the single-person monthly cost: one-bed rent, council tax with the 25% single discount, energy, water, groceries and transport (ONS Price Index of Private Rents, MHCLG council tax, Ofgem energy price cap, Water UK; groceries and transport are standard allowances). Scotland and Wales use separate inspection bodies (Education Scotland and Estyn) and are shown in a separate section ranked on safety and affordability only.
